Minnesota’s Packaging Waste and Cost Reduction Act requires producers of packaging, food packaging, and paper products to join a Producer Responsibility Organization (PRO) and through the PRO, partially fund end of life management for covered materials, including recycling.

CAA is preparing documentation to register with the Commissioner of the Minnesota Pollution Control Agency (MPCA) by January 1, 2025. Producers must be a member of a PRO that is registered with MPCA by July 1, 2025.

Key Information for Producers

  • Producers must appoint a non-profit PRO by January 1, 2025. CAA is preparing documentation to register with the Commissioner of the Minnesota Pollution Control Agency (MPCA) by January 1, 2025. 

  • Producers are required to join the appointed PRO by July 1, 2025.

  • The program will begin in early 2029. Producers will be obligated to fund no less than 50% of the net costs of covered services for covered materials in the state beginning  February 1, 2029; no less than 75% by 2030; and no less than 90% by 2031 and each year thereafter.

    A program needs assessment will be carried out in 2026, which will define the scope of the program and form the basis of a plan that the PRO will be required to submit in 2028.

  • An initial reporting deadline has not yet been set for producers in Minnesota.
